Lumia 1020, Lumia 925, Lumia 920 and such may be out of luck
Microsoft has officially rolled-out Windows 10 Mobile to consumers publicly targeting limited set of device models which exclude the ones such as Lumia 1020, 925, 920 and the ones with lower than 1GB of RAM. Microsoft didn’t mentioned about any later roll-out phases, however customers did expect, as did we.
Unfortunately, there is no second or later roll-out phases coming out of Microsoft. Like I said, people who missed to have the upgrade due to non-eligible devices, did expect to have second wave of roll-out. Considering this, they reached out to the Microsoft reps available at Twitter handles and in fact got their answers in pretty straight forward way with no excuses.
So if you are one of those who were waiting for something like second wave of Windows 10 Mobile upgrade roll-out, you should stop that as Microsoft doesn’t have such plans.
However the reason to not including all those devices for Windows 10 Mobile upgrade, is only based on the feedback received in the Windows 10 Mobile Insider Program. So it tells that the devices not included in the upgrade roll-out may not have provided smooth user experience with Windows 10 Mobile Insider Preview builds.

In an answer to the one seeking reason excluding Lumia 1020, Gabriel Aul stated that the company isn’t delivering Windows 10 Mobile for these devices due to a higher rate of performance issues

In an another answer Microsoft stated clearly that the devices running with 512MB of RAM will not see Windows 10 Mobile Upgrade.

Interestingly, Lumia Icon is also not present in the list of eligible devices, which is just a clone of Lumia 930, shipped in US for Verizon customers. Lumia 930 indeed is getting Windows 10 Mobile, so the question was also valid but the answer was also fortunate for the owners as Lumia Icon is being considered too for Windows 10 Mobile Upgrade.
