Apple has kept the iOS 6 from public until September 19th, in the mean while along with the announcement the GM build (Gold Master) of iOS 6 has been released to Apple developers for testing purposes.
Both the XCode 4.5 GM and iOS 6 GM seed are now download able from the iOS Dev Center for developers having paid subscriptions.
